Luis Fernando García is the executive Director and co-founder of R3D (Red en Defensa de los Derechos Digitales), a digital rights organization based in Mexico. He has a Law Degree from Universidad Iberoamericana in Mexico and has Master studies on International Human Rights Law at Lund University in Sweden.

This session will explore lessons that can be learned from the Global Network Initiative’s history and work to promote responsible business conduct in the broader ICT sector, including the extent to which these initiatives may provide lessons for how (and how not) to improve transparency, rights protection, and accountability in the surveillance tech space.
